Charity Foundation Caritas of Mukachevo Greek-Catholic Diocese was found on November 2003. Caritas became an implementing partner in the project “Establishment of Migration Management System in Zakarpattya/Ukraine” in July 2004 (the project was finished in December 2006). Caritas became an implementing partner in the project “Enhancing Capacities in the Area of Protection and Treatment of Refugees and Asylum-Seekers in Zakarpattya/Western Ukraine” in January 2007 (finished on 06 December 2008). The aim of the project and the tasks of Caritas were to provide legal, social and medical assistance to migrants, asylum seekers and refugees detained at detention facilities, contribute food and hygiene packages to them; provide legal and social assistance to asylum seekers and refugees who were in the procedure of granting refugee status in Ukraine, provide temporary accommodation for 20 vulnerable asylum seekers and refugees; to improve a dialogue between governmental bodies and other NGOs who were working with the issues of migrants, asylum seekers and refugees.

Providing legal assistance in the office include but not limited: 

1. Consultations for asylum in Ukraine under the current legislation of Ukraine and international acts that are part of the national legislation of Ukraine. 

2. . Working procedural documents to the court of appeal for illegal decisions of the authorities and courts of first, second instances. 

3. Representation interests in the courts. 

4. Legal support case of the applicant.

Providing legal assistance in the detention centers include but not limited:

1. Consultations for detained on reasons and terms of the administrative detention, as well as the procedures under the administrative procedure law of Ukraine. 

2. Consultations about assisting voluntary return programs. 

3. Consultations for asylum procedure on the territory of Ukraine according to Ukrainian Law «On refugees» and international act. 

4. Help in involving international organizations in the field of protection of the rights of refugees and asylum seekers in order to further fast decision of the applicant (unaccompanied minors, families with children, the elderly, or those that require special form of protection and care, treatment, etc.). 

5. Assisting clients in writing applications for asylum in Ukraine. 

6. Legal support case of the applicant.

Home Care Program staff together withrepresentatives of health care institutions, departments of socialcare, municipal service officials is looking for lonely disabledpeople, providing evaluation of their living conditions and makesdecision about the necessity of providing medical and social homecare services. Program staff also establishes relations withappropriate institutions and organizations for providing medical andsocial care of these people. Special agreement is signed wheremethods of providing services, their conditions, length andperiodicity is determined.

As by now program is realized in 11cities of Ukraine. More than 50 people are involved in it that livesin Uzhgorod city. Project is funded by international donors and localpatrons.
